To reconfigure runway light size add (copy & paste) the following four lineS under fs9.cfg [Display]: (enshure it's under "[Display]")
RUNWAY_LIGHTS_SURFACE_SCALAR=1.0 //scales edge,center,end,touchdown,runways
RUNWAY_LIGHTS_VASI_SCALAR=1.0 //scales VASI lights
RUNWAY_LIGHTS_APPROACH_SCALAR=1.0 //scales approach light bars
RUNWAY_LIGHTS_STROBE_SCALAR=1.0 //scales RAILs and ODALs

Tweak the values after the equal sign in the added lines.
Smaller the value...light will decrease in size, for example 1.4 vs 0.004
You may need to cycle the sim to achieve your desired ajustments.
If the original FS9.cfg is unusable and your sim won't load hold the "CONTROL" + "SHIFT" key down while starting FS9 and the original cfg file will be regenerated.
